The loop is closed at both ends. Art. 2 II does the heavy lifting: its definition names the registered account both as “origem dos aportes financeiros” and as destination of “prêmios recebidos” and “retiradas”. Art. 3 then allows money to move only between that account and the operator’s, by the four rails our credit card explainer lists. Is it the Pix key or the account that matters?
The account. Arts. 2, 3 and 7 as read define the rule by who holds the destination account, and Pix appears only in §1 of Art. 3, as one of four permitted rails. A Pix key is how a transfer is addressed; the ordinance cares where it lands. Whether any given key resolves to an account you hold is a question for your bank, not one this ordinance answers.

What if I leave the winnings with the bet?
Art. 7 §1 allows it, at the bettor’s option, for new bets with the same operator. It does not let the balance move to another person’s account instead; it is a holding option, not a transfer route. Has the ownership rule changed since 2024?
The SPA’s legislation index, read 23 September 2026, dates Portaria SPA/MF nº 615 to 16 April 2024 and lists one entry that amends it: Portaria SPA/MF nº 1.207 of 29 July 2024, described as altering art. 2º.
